I have always said if you paid drivers properly for all on duty time - you would make ELDs irrelevant. That would take away the incentive to cheat which would be more effective than limiting the ability to cheat.

Drivers have not had a significant wage increase in over 30 years, and yet the cost of living has risen at an alarming rate.
It's simple, the skill and sacrifice of the job does not equal the pay, and people figure it out pretty quickly. The failure rate for new drivers is high and the retention is low. The industry turnover rate is reaching 100% again.

Start paying drivers for all their time worked instead of trying to convince them that logging "off duty", while waiting hours and hours at the docks, is a way they can get more miles and make more money. NO! Log on duty not driving and be paid the equivalent to what you earn while driving. The outcome would be working your 60-70 for the same salary as working an extra 35 to make up for the hours you lost by not being paid.
This is one way they could have more home time and better health.
